The HSI 5,000 bpd Owaza Refinery
HSI Energies Limited and its subsidiary, HSI Refining and Petrochemical Company Limited (HSI R&P), are leading the establishment of a state-of-the-art 5,000 bpd modular refinery on a 12.5 hectare waterfront asset within the Abia Industrial and Innovation Park (AIIP) in Owaza, Abia State, Nigeria. This facility will meet the growing demand for refined petroleum products in the South-East geographical region of Nigeria.
Given the recurrent export challenges of crude theft and vandalization of crude evacuation infrastructure, particularly on this axis, the refinery project aligns with HSI’s strategic goal of crude production security. It will attract increasing investments in upstream assets in this region. This will increase oil and gas production, enhance refined petroleum product quality, and ultimately expand the market reach to the South-South geographical region.
The refinery will be developed in two phases.
HSI was incorporated in 2019 and is currently developing the first phase of its modular refinery located in Owaza, Abia State. In this first phase, the refinery will operate at a capacity of 5,000 bpd, obtaining feedstock from neighbouring producing fields. Featuring a crude distillation unit and ancillary equipment, the product slate will comprise diesel (gas oil), kerosene, heavy fuel oil, and naphtha.
The first phase of the refinery is at an advanced stage of project development. HSI R&P has executed feedstock and product offtake agreements and completed a project market feasibility study and front-end engineering design (FEED). The refinery is scheduled to be commissioned in the third quarter of 2026.
The second phase of the refinery will be the expansion to 10,000 bpd capacity.
